                                                                                                   DECISION

                                                                                              

The Applicant was employed by a front company S.R.D., that is a company owned or controlled by the State.  Whilst so employed during the period 1986 - 1989, he reported to Jan Lourens but understood that the person in overall command was Brigadier Wouter Basson.

During this period he produced arms on instruction.  These included:

1.    Letter bomb mechanisms;

2.    Silencers for weapons;

3.    Chemical dispensers including

      (a) a ring

      (b)   injectors

      (c)   walking stick and umbrella.

There is no evidence that he ever learnt when, where or how these weapons would be used.  In his application he states that his political objective was to support the government in its fight against the armed struggle and that he followed the instructions given to him.

We are satisfied that the application meets with the requirements of the Act:  that the Applicant acted with an acceptable political objective and that he has made a full disclosure of his part in the obtaining of weapons.

Accordingly the Applicant is GRANTED amnesty in respect of his obtaining for and supplying lethal weapons or apparatus to Brigadier Wouter Basson during the period 1985 - 1992, such weapons being:

1.    Letter bomb mechanisms;

2.    Silencers for weapons;

3.    Various specially made weapons which could be used in the application of small amounts of lethal chemicals to individuals varying from injector based weapons to small projectile weapons.
