During the early eighties the principle strategy used as it were to suppress militancy emerging in the townships was to use basically the powers of the state, mass detentions, attempts to use the police in particular to prevent gatherings and meetings. But it seemed to backfire. With every new method of repression communities became more cohesive, more militant; more politically conscious.
