He lost both hands and an eye as well as suffering other serious injuries in a letter-bomb attack in April 1990 in Harare, Zimbabwe. Father Lapsley, an Anglican priest from New Zealand, had previously been expelled from South Africa and Lesotho for his active support of the South African liberation movements. The Commission found that the attempted killing of Father Lapsley was a South African Security Force operation.
