DECISION

The Amnesty committee having considered the nature of the offenses and the application of Wandile Merriman Dyanti is satisfied:

1. the application falls within the ambit of Section 19(3)(b) of the Act 34 of 1995, and

 2. the requirements set out in Section 29 of the Act having complied with.

Amnesty is therefore GRANTED in respect of the following offenses:

a) contravention of Section 27 (1) of the Explosives Act 26 of 1956 of intentionally causing an explosion at Easigas Plant, Port Elizabeth; and

 b) contravention of Section 6 of the Explosives Act 26 of 1956 having been in unlawful possession of explosive material.
