DECISION

This is an application for amnesty in terms of the provisions   of Section 18 of the Promotion of National Unity and Reconciliation Act, No   34 of 1995 ("the Act").  The Applicant appeared at hearings of the   Amnesty Committee where he applied for amnesty in respect of a number of incidents.    The present matter is the only one still outstanding and is being dealt with   in chambers.

The personal circumstances of   the Applicant and his activities as a member of the Security Branch of the then   South African Police, has been fully canvassed at the relevant hearings.

The present incident occurred during 1993 subsequent to   Applicant's retirement from the South African Police on 31 August 1993.  Applicant   was approached by his former commander, Colonel Eugene de Kock, to assist with   the military training of Inkatha Freedom Party ("IFP") members at   Ulundi in the then Natal.  Applicant duly participated in the training as an   interpreter for his white colleagues who were conducting the actual training.    Applicant indicated that he was aware that the trainees were to be deployed   in support of the political struggle being waged at the time by the IFP against   the African National Congress.

Having considered the matter, we are satisfied that Applicant's   conduct was directly associated with the political struggle being waged at the   time against the liberation movements.  We are accordingly satisfied that the   application complies with all of the requirements of the Act and amnesty is   GRANTED to the Applicant in respect of all offences arising from his participation   in giving military training to a group of IFP members at or near Ulundi, KwaZulu   Natal during or about 1993.
