DECISION

The Committee is satisfied that   LAWRENCE VUMANKOSI NTIKINCA

*     was a member of the PAC and its military wing APLA   at the time of the commission of the three acts he seeks amnesty for; and that   he

*     committed these acts with a political motive and in   accordance with the political objectives of the PAC.

Applicant thus qualifies for amnesty   in terms of Section 19(3)(b) of the Promotion of National Unity and Reconciliation   Act No. 34 of 1995 as amended.
