DECISION

The Applicant applies for amnesty for the unlawful establishment   of a weapons cache (DLB) in the Swaziland/Pongola border during 1992.  In his   application form he states that the nature and quantity of the weapons are unknown   to him.  He furthermore alleges that he did not "cross the border".    It is difficult to find exactly what the involvement of the Applicant was and   whether the arms cache was created in Swaziland or in the Pongola district.    The Applicant's reference to himself not having crossed the border, suggests   that it was in Swaziland.  If so, it is difficult to establish whether the Applicant   has indeed performed any act constituting an offence.  The Applicant furthermore   does not rely on any specific order and merely states that Captain Eugene de   Kock was his overall commander.

The Committee requested further   particulars and despite having written several letters has received no reply.

No offence has been disclosed   and neither has a full disclosure of material facts been made.

The application is accordingly   REFUSED.
