			<text>The applicant applies for amnesty in respect of the infiltration of arms into Soweto, Pretoria and Kwazulu/Natal during the period 1981 to 1983.</text>

			<text>The applicant was a member of Umkhonto we Sizwe, the military wing of the African National Congress.  The applicant at all times acted under the instruction of his commander, Mr September.  He infiltrated the arms by conveying them into the said areas and depositing them in pre-arranged places known as dead letter boxes (DLB&#039;s).  He does not know who collected the arms from the DLB&#039;s or in what operations they were used.  The applicant was never charged in respect of possession or handling of arms.</text>

			<text>It is clear that the applicant&#039;s acts were done in furtherance of the aims of Umkhonto we Sizwe and that they were associated with a political objective committed in the course of the conflicts of the past.</text>

			<text>The application complies with the requirements of the Promotion of National Unity and Reconciliation Act, No. 34 of 1995, and may be dealt with in terms of Section 19(3)(b) of that Act.</text>

			<text>amnesty in respect of the infiltration of arms into Soweto, Pretoria and Natal during the period 1981 to 1983.</text>
