			<text>The applicant, a member of the ANC and Umkhonto weSizwe served as a Communication Officer in the SADF from 1978 to 1986.  Over these years he was spying for and transferring information of military value to the ANC.</text>

			<text>According to the applicant the explosion was intended to have a &quot;psychological effect, like (armed propaganda).&quot;</text>

			<text>The applicant applies for amnesty in respect of the above.  After having considered the Committee the above facts and circumstances the Committee is satisfied that the applicant complies with all the requirements for amnesty and accordingly the applicant is GRANTED amnesty for:-</text>

			<text>1 Furthering the aims of the ANC during the period 1978 to 1986.</text>

			<text>Leaving the Republic of South Africa illegally on or about 31st May 1987.</text>

			<text>Entering the Republic of South Africa illegally in 1988 without being in possession of the necessary travel documents.</text>

			<text>Being in unlawful possession of ammunition and explosives on or  about 27 March 1988 to wit one limpet mine and two handgrenades.</text>
