			<text>This is an application for amnesty in terms of Section 19 of the Promotion of National Unity and Reconciliation Act No. 34 of 1995 (&quot;the Act&quot;).</text>

			<text>At the time of the commission of the offences for which amnesty is sought, the Applicant was an officer in Umkhonto weSizwe (&quot;MK&quot;) and a member of the African National Congress (&quot;ANC&quot;).</text>

			<text>He actively participated in MK operations and is seeking amnesty for the following incidents which took place during the period 1984 to 1986:</text>

			<text>(a) Transporting personnel i.e. MK cadres from Lesotho to Umtata;</text>
		</line>
		<line number="7">
			<speaker></speaker>
			<text>(b) Transporting weaponry from Lesotho and Sterkspruit to Umtata;</text>
		</line>
		<line number="8">
			<speaker></speaker>
			<text>(c) Causing damage to property through destroying the fuel depot in Umtata.  (The Applicant did not physically participate in this incident.  However, operatives transported by him attacked the depot.)</text>

			<text>In all his duties as a carrier of personnel and weaponry, the Applicant was working under the command of the now deceased Mazizi &quot;Mpilo&quot; Maqhekeza who was based both in Umtata and Lesotho.</text>

			<text>Having considered the application and the document accompanying it, the Committee is satisfied that the application complies with the requirements of the Act in all material respects.</text>

			<text>WHEREFORE the Applicant is GRANTED amnesty for:</text>
