<text>The Applicant applied for amnesty in respect of his participation in the bombing of Cosatu House.  His application was not included in the original bundles prepared for submission to the Committee but he appeared at the hearing where his application was made available.  He gave evidence that as a member of the Police Force he was acting under the orders of Colonel De Kock.  He took no part in the explosion itself but was one of those patrolling the area to ensure that innocent passers-by were not injured.</text>
