DECISION
After considering the application in chambers, the Committee is satisfied that the applicant, ANTHONY SIPHO MNISI, is NOT ENTITLED to amnesty for armed robbery of a truck and its load of powder soap.
The applicant states that he robbed the victim of the said property in order to sell it and, with the money from the proceeds, buy weapons to protect himself and others due to the high rate of violence in the area where he lived. He does not indicate that he acted in pursuance of a political objective or on the instructions of any organisation of a political nature.
Accordingly the application for amnesty is REFUSED. The reason is that the act of stealing property is too remote to the act of buying weapons and is not an act associated with a political objective.
