Amnesty is hereby being GRANTED to Duncan Seabe-abe for the following offences:-

Unlawful possession of an AK47 rifle without a license and

Unlawful possession of a magazine of three (3) rounds of ammunition.

Both offences were committed at Thokoza on 11 November 1992. The applicant was an employee of the African National Congress ("ANC") at the time. He was an ANC journalist, Artist, Computer Graphist in its Department of Information. The applicant says he required the arms to defend himself and other ANC supporters who were being attacked by members of the Inkatha Freedom Party ("IFP") and other agents of the previous government.

It follows that his conviction and sentence of three (3) years imprisonment should be expunged from the records.
