DECISION
Both Applicants apply for amnesty in respect of a petrol   bomb attack on the house of Dr Fabio Ribeiro in Mamelodi in the district of   Pretoria in or about March 1986.  There was no-one in the house at the time   of the attack and nobody was killed or injured.  The order for the attack emanated   from Brigadier Cronje of the Security Branch in Pretoria and was conveyed to   the Applicants by Lieutenant Hechter also of the Security Branch.  At the time   both Applicants were members of a special investigative unit in Mamelodi tasked   to deal with unrest related incidents.
The first Applicant, Viktor, also applies for amnesty in   respect of the petrol bombing of a house in Oukasie, Brits during the period   February 1986 and May 1986.  The Applicant is not aware of any deaths or injuries   pursuant to the attack.
The Committee has had insight into a variety of documents   and decisions where mention has been made of the two incidents under discussion.    The Committee is satisfied that the two incidents, which were originally referred   to a hearing, did not involve any gross violations of human rights and can therefore   be dealt with in chambers.
After consideration of all the relevant documentation, the   Committee is satisfied that the two Applicants have complied with all the formal   requirements for amnesty as required by the Act.  The Committee is further satisfied   that the acts were acts associated with a political objective committed in the   course of the conflict of the past as envisaged in the Act and that the Applicants   have made a full disclosure of all material facts.
Accordingly amnesty is GRANTED   to:
1.    Johannes Jacobus Viktor for all offences directly   associated with the petrol bombing of the house of Dr Fabio Ribeiro in Mamelodi,   Pretoria in or about March 1986;
2.    Johannes Jacobus Viktor for all offences directly   associated with the petrol bombing of an unidentified house at or near "Oukasie"   in the district of Brits during the period February 1986 - May 1986;
3.    Deon Gouws for all offences directly associated with   the petrol bombing of the house of Dr Fabio Ribeiro in Mamelodi, Pretoria, in   or about March 1986.
