Special Report Transcript Episode 2, Section 10, Time 32:39There are other questions. The Defence Force version accepted by Judge Harms is that Lubowski was recruited because he was in financial trouble and payments were made in advance. // If it was paid before rendering the service why does the requisition form of June 1989 state that it was the final amount? If he was in financial trouble, which his lawyer say he wasn’t, why did he not withdraw and use the money paid into his Paradiso account? Julian Knight also has problems with the military requisition forms. // These documents to me look as a frame from the point of view that they are not completed properly and my experience as a national serviceman in the military, you do not get a cheque out the system with incomplete requisition forms. And furthermore in terms of the protection of sources, especially with regard to Military Intelligence, you do not make a payment to a source in a way that can be traced back to the military, and in a way that implicates directly the source. And in this instance the payment was made directly to implicate the source and to my mind it is so out of keeping with the general practice of Military Intelligence that it was calculated to compromise for framing.
