An ANC supporter who was detained and tortured by suffocation by members of the Ciskei Police in the Dimbaza police station, Ciskei, on 30 December 1991. Mr Mahlulo was accused of supplying arms to the ANC during the period of conflict between ANC and ADM in Ciskei.
